CHOOSING & USING SPLUTTER
Mentor Training & Simulation was commissioned by international crisis management consultancy 4C Strategies to support them with the set-up of a subscription for Splutter.
Senior analysts at 4C Strategies worked with the Splutter team to integrate the social simulator into Exonaut®, their own crisis management exercise system. Once this was done, the team at 4C set about populating their own exercise, intended for a major international desktop exercise, for the Hong Kong Financial Services Business Continuity Management (HKFSBCM). An independent, non- profit organization, it brings together business continuity management professionals to discuss operational risks and industry developments that may impact the financial services sector in Hong Kong.
The set up involved creating their own Splutter training environment including trainees, avatars, (these are the pretend members of the public, media, stakeholders who hit your brand with social posts during an exercise), trainers, and other interested parties.
CONFIDENTIAL CLOSED CIRCUIT ENVIRONMENT
Because the Splutter system is password-protected by each client subscriber, and due to the confidential nature of the client relationship, 4C did not want to include outside, freelance trainers /consultants. The choice and characteristics of the type of crisis being tested is often a sensitive issue for corporate organisations.
Therefore, Mentor’s own training team did not take part or have access to this exercise. It fully demonstrated the way that Splutter, licensed to clients as SaaS (Software-as-a-Service), can operate for third parties in a closed-circuit environment.
Customer support was on hand in the event of any issues, but as the testimonial attests, the exercise showed how realistic, real-time social media simulation is a jewel in the crown for any reputation, crisis exercising.

The WISE (Whole Industry Simulation Exercise) event was held in Hong Kong in November 2023 and was attended by 52 leading financial firms and several regulators. Overall, an estimated 900-1,000 people joined. It was the largest exercise of its kind for this sector.
